Speaking of oceans, marine scienists would like us to stop polluting the atmosphere with carbon because in addition to whole global warming thing, there appears to be a slight problem with turning our oceans into lifeless vats of acid water. OK, I exaggerated a bit there, but the threat to oceans is pretty serious stuff.
The PCHB issued its ruling on the legal challenge by Phase II permittees (i.e. a city near you). Robert McClure has a blog posting on the mixed ruling, which reaffirms the requirement for small cities to adhere to the Phase II permits, but is obtuse about the requirement to utilize low impact development.
